The commission implementing decision (UE) 2017/2352 amending Implementing Decision (EU) 2015/789 has reinforced controls in nurseries, introducing specific procedures regarding six host plants species of Xylella fastidiosa, which are more susceptible to several European sub species. Therefore the plants of: Coffea spp., Lavandula dentata, Nerium oleander, Olea europaea, Polygala myrtifolia and Prunus dulcis are subject to stricter controls by sampling and laboratory testing even asymptomatic plants.
Nurserymen producing and trading plants of the above-mentioned six species must send to the local Marche Region Plant Protecion Service (Marche RPPS) in charge the annual expected production budget.
The non-delivery of the requested budget prevents from meeting the scheduled control times. Therefore, it will entail the lay-off of the relevant permission to use the plant passports.
Host plant passport for Xylella fastidiosa
On 19th December 2015, the EC amended the implementing decision 2015/789 of 18th May 2015 on Xylella fastidiosa.
One of the most relevant issue is a new plant pass porting obligation for all nurseries of host plants of X. fastidiosa, that have never been grown in the demarcated areas. The list of the host plants was published on 21st December 2015 and available below.
It will be changed and updated over time as new hosts are confirmed and added to the Commission’s database (see table below).
Complying with the legislation in force, host plants belonging to the below list, which have been grown inside the demarcated zones, shall only be moved within the European member state and Union only accompanied by a plant passport.
Without prejudice to part A of Annex V to D.Lgs n. 214 of 09/08/2005, no plant passport shall be required for the movement of host plants to any person acting for purposes which are outside his trade, business or profession and who acquires those plants for its own use.
Therefore:
- nurseries not enrolled in the Official Register of Producers (Italian RUP) have to be authorized by the Marche Region Plant Protecion Service (Marche RPPS) to plant passport all or some of the above mentioned species;
- nurseries whose authorization does not require a plant passport but producing or marketing plants mentioned in the above list (ex. Olive tree, laurel, oleander) have to promptly apply for plant pass porting.
Derogations
No plant passport shall be required for the movement of host plants to any person, acting for purposes, which are outside his trade, business or profession, and acquiring those plants for its own use.
